Police Department Bureaus
The Santa Ana Police Department is organized into four bureaus, three of which are overseen by a Deputy Chief and one by a Jail Administrator.
The Field Operations Bureau, under the command of Deputy Chief Ken Gominsky, is the largest and most visible component of the Santa Ana Police Department. The Field Operations Bureau is comprised of Patrol and a number of specialized units who serve the community as first responders to a myriad of incidents. The men and women assigned to the Field Operations Bureau take pride in serving our residents, businesses and visitors through a Community Oriented Policing approach using the Department’s Mission, Vision and Values as guiding principles.
The Investigations Bureau, under the command of Deputy Chief Eric Paulson, is comprised of several units addressing crimes against persons and property in the city of Santa Ana. It includes detectives, civilian investigators, and forensics personnel. The Bureau is comprised of the following units: Homicide, Gangs, Sexual Assaults, Child Abuse, Domestic Violence, Robbery, Burglary, Economic Crimes, Prosecution, Orange County Cold Case Homicide Task Force, Career Criminal Apprehension Unit, and Forensics.
The Administration Bureau, under the command of Deputy Chief Enrique Esparza, provides the essential support necessary to ensure the effective and efficient delivery of police services. This is accomplished through an interactive network of highly specialized and distinctively diverse activities, which both support and strengthen the police mission. The Administration Bureau consists of five Divisions: Budget/Human Resources, Training, Records, Communications and Information Services. The Bureau is also responsible for the Communications Center which is often a point of first contact with the community in providing emergency and non-emergency services. Also, overseeing the Police Records Division which is responsible for the maintaining of Department records and the reporting of data to state agencies.
The Jail Bureau, under the command of Jail Administrator Christina Holland, operates a Type II Direct Supervision jail facility with an inmate capacity of 503. The facility operates as an enterprise to provide incarceration services to the Santa Ana Police Department while covering almost all operational costs through contract housing. The culture of outstanding customer service within the Jail Bureau is a major factor in our success. The Jail contracts with the United States Marshal’s Office and Bureau of Prisons. The majority of those housed in the jail are under Federal custody. The jail receives all Santa Ana arrests that are either processed and released, or transferred to the Orange County Jail.
