Governor Newsom recently signed numerous housing bills that are intended to boost housing production statewide, which will become effective January 1, 2020. Five of those bills relate to the production and regulation of accessory dwelling units (ADUs) and junior accessory dwelling units (JADUs). Specifically, SB13, AB68, AB587, AB671, and AB881, are intended to help cities reach their housing goals and increase the state’s affordable housing supply through streamlining plan review and elimination of barriers to construction of ADUs and JADUs.
As a result, effective January 1, 2020, the City’s local ADU ordinance will be null and void due to several sections conflicting with new state law. As such, the City will be applying state ADU and JADU standards until such time that it adopts a new local ordinance.
